The 2003 directive part VI paragrph 38 clearly states the NO CHARGE shall be made on the owner
or last holder of the vehicle as long as it is complete
Any vehicle manufactured after the 1st July 2002 the manufacture will be liable for the cost of processing

Collection is free for vehicles in the Leicester area, but this is currently under review.
